The Department of Labor and Employment (DOLE) on Wednesday said the continuous hiring in the provinces of Laguna, Batangas, and Cavite lowered the region’s unemployment rate by more than 86% since President Rodrigo Duterte took office last 2016.
According to DOLE, 781 companies hired 367,000 employees on 2016, and 1,042 employers hired a record high of 789,564 employees, mostly factory workers last year.
Epson Precision Philippines (EPI), which located at Lima Technology Center in Lipa City – Malvar area, hired more than 20,000 factory workers and engineers since July 2016 according to the report.
DOLE assistant secretary Dioniso Carbajal said the hiring extravagance in the region is the result of investors’ trust to the government and the migration of some Japanese companies from China to the Philippines.
Of five provinces comprising Region IV-A (CALABARZON), Batangas has the highest hiring record of 576,982, followed by Laguna with 345,451, Cavite with 189,785, Rizal with 27,895, and Quezon with 16,451.
Carbajal added that 18% of applicants in Batangas and Laguna are from Quezon and Mindoro so the low job hiring in Quezon was also covered by the high job hiring in the leading two provinces.
As of March 2018, Carbajal said that the hiring continues and more than 789 companies have already submitted their list of openings to local PESO (Public Employment Service Office) offices in Batangas and Laguna.
The labor official also added that the report about inflation by private survey groups are misleading.
“In Sto. Tomas Batangas alone where at least six industrial complex are located, companies have already hired 97,456 workers since January. If we can maintain this figure, in Batangas alone, we can reach a million jobs by the end of this year. This never happened before. Even high school graduates there are earning minimum wage and helping their family”, Carbajal said.
“In Tanauan City and Lipa City, dozens of people visiting PESO offices everyday and most of them gets the jobs,” the official said.
“May tiwala ang mga employers kay Pangulong Duterte at ito ang naging dahilan ng pag-akyat ng employment rate”, Carbajal said.
The Philippine Statistics Authority (PSA) on the other hand said that Batangas is the province with the least number of domestic helpers working abroad, but leads in the lists of professionals, especially engineers and certified caregivers working abroad.
“Ganun naman talaga eh. Pag maayos ang edukasyon ng tao, lalabas pa rin siya ng bansa ngunit hindi bilang isang katulong. Hindi kagaya nong wala talagang pinag-aralan. Ang Batangas ay nangunguna sa engineers at certified caregivers na nagtatrabaho sa ibang bansa ngunit mabibilang natin ang mga domestic helpers na galing dun”, PSA official Marie Diokno said.
She also added that local employment is also a big factor why young people who graduated high school enjoy good jobs with complete benefits.
Diokno also added that the government should not be blamed if domestic helpers are looking to work abroad, but the individual’s education.
“Kailangan natin ng edukasyon at iyon ay libre hanggang high school. Kung tayo man ay hindi makatapos kahit high school man lang, para sa akin yan po ay hindi na kasalanan ng gobyerno”, she added.
“A regular factory worker in CALABARZON can take home a net pay of at least P6,500 every fifteen days with complete benefits like SSS, Phil-health, Pag-ibig and 13th month pay – far better than what a domestic helper is earning in the Middle East. With full 3 hours daily over time, an employee can earn at least P8,000 net pay”, Diokno said.
